Chairwoman Eileen Edwards opened our meeting by
introducing Debra Milstein Gardner of Workplace Dynamics who led our
discussion on applicant definition as a part of affirmative action. The
old guidelines were issued in 1978 and were very broad depending on the
users recruitment and selection procedures. As a result, interpretation
differed widely. New recruiting techniques and, in particular, the
Internet, have given rise to new issues concerning definitions. Proposed
new regulations will better define who an applicant is and when they
become an applicant. To be an applicant, the employer must have acted to
fill the position, the individual must have followed the employer
requirements for application procedures and the individual has indicated
an interest in a particular job.

Steve O’Connor announced that TESST College is opening a massage clinic.
