    RE: Rain Tax / House Bill 987

    Dear Kevin:

    The purpose of this correspondence is to voice The Hunt Valley Business Forum’s (www.huntvalleybusinessforum.org) objection to the “Rain Tax”. As a pro-business forum, we recognize the economic impact of the Chesapeake Bay on our region and certainly support efforts to improve the physical health and thereby the economic health of the Bay. However, we feel that it is necessary to voice our objection, based on the following reasons:

    Public Input – Residents and businesses had no public hearing on this issue due to EPA mandate.

    Timing – Notice period for this tax was insufficient for budgeting purposes.

    Regressive Tax – This amounts to an additional regressive tax that will impact the consumer.

    Discriminates Against Businesses – Provides a fee reduction to residents, which is not provided to businesses.

    Utilization of Fees – It is our understanding that fees have been set prior to creating comprehensive budget that include listed projects for the utilization of the fees.

    We recognize that you are in a difficult position due to the EPA’s unfunded mandate legislation and the fact it will be implement July 1, 2013. Nevertheless, we would be remiss if we failed to voice our opposition.
